ECOLOGICALLY SUSTAINABLE DEVELOPMENT. The IAR must describe how the following principles of ecologically sustainable development have been applied in the MNES Plan:
a) Decision making processes should effectively integrate both long-term and short-term economic, environmental, social and equitable considerations.
b) If there are threats of serious or irreversible environmental damage, lack of full scientific certainty should not be used as a reason for postponing measures to prevent environmental degradation.
c) The principle of inter-generational equity – that the present generation should ensure that the health, diversity and productivity of the environment is maintained or enhanced for the benefit of future generations.
d) The conservation of biological diversity and ecological integrity should be a fundamental consideration in decision making.
e) Improved valuation, pricing and incentive mechanisms should be promoted.
ECOLOGICALLY SUSTAINABLE DEVELOPMENT. Details are to be provided with the subsequent development application for the detailed design of the building to confirm that the building has adopted the following proposed Ecologically Sustainable Development targets reflected in the Design Excellence Strategy referred to in Condition 9:
(a) 6 star ▇▇▇▇▇▇ energy base building rating;
(b) inclusion of renewable energy systems (photovoltaics, solar water/heat pump and domestic water heating);
(c) water efficiency design measures that would enable the development to achieve a ▇▇▇▇▇▇ water rating of 4 stars; and
(d) onsite capture and re-use of rainwater for 2 or more non-potable end- uses (e.g. irrigation, toilet flushing), or alternatively provide in-building connectivity to enable future connection to the Green Square Town Centre recycled water scheme. The ESD targets are to be carried through the competition phase, design development, construction, and through to completion of the project.
ECOLOGICALLY SUSTAINABLE DEVELOPMENT. Details are to be provided with the subsequent development application for the detailed design of the building to confirm that the building will deliver the sustainability targets set out in the Ecologically Sustainable Development Report prepared by E-Lab Consulting, Revision 7 and dated 16/02/2024 (Council ref. 2024/160297) including:
(a) Meeting the legislated benchmarks in line with the State Environmental Planning Policy (Sustainable Buildings) 2022 for mid/high rise residential buildings at the time of delivery, including:
(i) BASIX energy score of 60%;
(ii) BASIX water score of 40%;
(iii) High level of NatHERS thermal performance rating – minimum 7 NatHERS Star average rating for the whole development and minimum 6 NatHERS star rating for individual apartments;
(iv) Use of low impact materials and minimisation of resources to reduce embodied emissions.
(b) Commitment to surpass the regulated minimum score under the State Environmental Planning Policy (Sustainable Buildings) 2022 for BASIX Water by 5%;
(c) Fossil-fuel free design to allow for carbon neutrality by 2035;
(d) Following a range of sustainability initiatives across the site spanning energy efficiency, water efficiency, indoor environment quality, waste management and comfort;
(e) Biophilic excellence through plants and embedding nature in the design; and
(f) Provision of Heat Island Mitigation measures. The ESD targets must be included in the competitive design process brief and carried through the competition phase, design development, construction, and through to completion of the project. To ensure the detailed design of the building delivers the established sustainability targets.
ECOLOGICALLY SUSTAINABLE DEVELOPMENT. Details are to be provided with the detailed design development application (s) to confirm that the building has adopted the sustainability initiatives and environmental performance aspects set out in the Design Excellence Strategy for ▇-▇▇ ▇▇▇▇▇▇▇ ▇▇▇▇▇▇ prepared by ▇▇▇▇▇▇▇▇▇▇ and Associates and dated May 2018.
ECOLOGICALLY SUSTAINABLE DEVELOPMENT. Details are to be provided with any subsequent DA for the detailed design of the building to confirm that the building has adopted the following proposed ESD targets specified in the Design Excellence Strategy referred to in the COMPETITIVE DESIGN PROCESS above:
(a) a BASIX energy score that exceeds the state mandated minimum target by 5 points; and
(b) roof-top solar PV at approximately 0.5 kWP per dwelling. The ESD targets are to be carried through the competition phase, design development, construction, to completion of the project.
ECOLOGICALLY SUSTAINABLE DEVELOPMENT. Details are to be provided with any subsequent DA for the detailed design of the building to confirm that the development has adopted the following proposed ESD targets specified in the Design Excellence Strategy referred to in the COMPETITIVE DESIGN PROCESS condition above:
(a) a BASIX energy score that exceeds the state mandated minimum target by 5 points; and
(b) roof-top solar PV at approximately 0.5 kWP per dwelling. Any BASIX certificates generated for any subsequent DA for the detailed design of the building must include the relevant photovoltaic system size (expressed numerically in kilowatt peak capacity i.e. ‘kWp’). The ESD targets are to be carried through the competition phase, design development, construction, to completion of the project.
ECOLOGICALLY SUSTAINABLE DEVELOPMENT. Details are to be provided with the subsequent development application for the detailed design of the building to confirm that the building will deliver the sustainability targets set out in the Design Excellence Strategy dated 25 October 2024. The ESD targets must be included in the competitive design process brief and carried through the competition phase, design development, construction, and through to completion of the project. To ensure the detailed design of the building delivers the established sustainability targets.
ECOLOGICALLY SUSTAINABLE DEVELOPMENT. Details are to be provided with each Stage 2 development application to confirm that the buildings have adopted the proposed ESD targets set out in the ESD Report prepared by ▇▇▇▇▇▇▇▇▇ ▇▇▇▇▇▇▇ ▇▇▇▇▇▇ Consulting Engineers (Project No 7834, Revision B) and dated 16.02.2017. With regard to the residential components of the development, this includes certification that the design achieves:
(a) a BASIX energy score of at least 5 points above the minimum compliance requirement; and
(b) a BASIX water score of at least 5 points above the minimum compliance requirement.
ECOLOGICALLY SUSTAINABLE DEVELOPMENT. Details are to be provided with the subsequent development application for the detailed design of the building to confirm that the building has adopted the following proposed ESD targets reflected in the Design Excellence Strategy referred to in Condition 9:
(a) a ▇▇▇▇▇▇ Energy Commitment Agreement targeting 6 stars for the base building, including Green Power;
(b) Inclusion of renewable energy generation services (photovoltaics and solar or heat pump domestic water);
(c) Best practice back of house waste management and recycling facilities; and
(d) Inclusion of rainwater harvesting and storage infrastructure for non-potable end uses. The ESD targets are to be carried through the competition phase, design development, construction, and through to completion of the project.
