Elementary Assignment Procedures. The steps in the elementary assignment process will be completed in the order indicated and to the extent necessary to fill all available elementary vacancies for the succeeding school year. Completion of the process in whole or in part shall not result in the layoff of any teacher who would not otherwise have been laid off under provisions of Article XIX.
