Environmental Specialist. Xxxxxxxxx and Qualifications Task Descriptions Subject Matter Expert III Professional Archeologist shall meet the qualifications for a professional archeologist in the Secretary of the Interior’s Professional Qualification Standards for Archeology and Historic Preservation (48 FR §44716) and the Texas Historical Commission’s Rules of Practice and Procedure (13 TAC Chapter 26). The Professional Archeologist shall be eligible to obtain a Texas Antiquities Permit and shall have served at a supervisory level on a minimum of five (5) archeological surveys completed in the past seven (7) years for purposes of compliance under the National Historic Preservation Act (16 USC §470), the Antiquities Code of Texas (Title 9, Chapter 191, Texas Natural Resource Code), or an equivalent law in another state. For the purposes of this contract, surveys will be considered complete if the final report has been accepted by the SHPO of Texas or another state. Oversees planning, research, design, implementation, reporting, and completion of archeological investigations in compliance with State standards and Texas Antiquities Permit requirements. Geoscientist shall be qualified and licensed to practice geosciences within the State of Texas. The geologist shall have a bachelors or post-graduate degree in the natural science of geology from an accredited university. The geologist must also have training and experience in groundwater hydrology and related fields, or has demonstrated such qualifications by registration or licensing by state, professional certification, or has completed an accredited university program that enables that individual to make sound professional judgments regarding the identification of sensitive features located in the recharge zone or the transition zone. Geologists conducting assessments are expected to be licensed according to the provisions of Texas Geoscience Practice Act. In addition, the geologist should be familiar with standard karst, hydrology, and Xxxxxxx recharge zone literature. Six (6) surveys are preferred. A minimum of three (3) of these projects must have been conducted in Texas. Public Involvement Expert shall have planned and implemented a minimum of two (2) each: public comment programs and public hearings in the past five (5) years* in accordance with State regulations, to include publishing official notices, implementing other methods of notification, site selection, identifying/preparing exhibits, and all other tasks required for the hearing. Planning/implementation of public meetings (to include posting official notices, other methods of notification, site selection, identifying/preparing exhibits, and all other tasks required for the meeting) may be substituted for public hearings at a rate of two public meetings for one public hearing. Public meetings/hearings listed to demonstrate experience shall be held in compliance with state/federal laws/regulations requiring solicitation and consideration of public opinion.
