ENVIRONMENTAL STATEMENT. 5.1 An Environmental Impact Assessment (EIA) has been undertaken and the application is accompanied by and Environmental Statement (ES). The ES was submitted by the applicants under the Town and Country Planning (Environmental Impact Assessment) Regulations 2011 and the Town and Country Planning (Environmental Impact Assessment) (Amendment) 2015. This EIA was undertaken in accordance with the 2011 EIA Regulations (as amended in 2015) rather than the more recent 2017 EIA Regulations, as the scoping opinion request was submitted before the 16 May 2017 deadline. The Council’s Scoping Opinion issued on 30 June 2017 confirmed this position. Comments received in the Scoping Opinion and responses from other consultees were considered throughout the EIA process and during the preparation of the ES. 5.2 An EIA Regulations requires certain projects to be assessed to establish whether they would have any significant effect on the environment.
