Equipment and Facilities Furnished by Manager. The cost of machinery, equipment and facilities owned by the Manager and used in Operations or used to provide support or utility services to Operations charged at rates commensurate with the actual costs of ownership and operation of such machinery, equipment and facilities. Such rates shall not exceed the average commercial rates currently prevailing in the vicinity of the Operations.

Such rates shall include costs of maintenance, repairs, other operating expenses, insurance, taxes, and depreciation but shall not exceed the average commercial rates currently prevailing in the vicinity of the Operationsbe greater than that which can be provided on a comparable basis by third parties.
