Establishment, Composition, and Qualifications. The parties to this Agreement hereby create and establish the ▇▇▇▇▇▇▇-▇▇▇▇▇▇ Employment & Training Council and its Board of Directors (hereinafter referred to as the "SBETC Board"). The SBETC Board shall be composed of five (5) members; two (2) shall be County Commissioners of ▇▇▇▇▇▇▇ County, two (2) shall be County Commissioners of ▇▇▇▇▇▇ County, and one (1) shall be a designated representative from private sector or labor organizations, of the ▇▇▇▇▇▇▇-▇▇▇▇▇▇ Workforce Council (WC) to be appointed by the four (4) County Board members from a minimum of three (3) proposed WC representatives recommended by the WC. The County Board members shall be appointed by the County Board of Commissioners of the County which is being represented by such member.
