This agreement shall be in effect provided that the annual Region 5 Convention be held, and shall be amended only by a submission to the Governors of all Districts, who will review the submission with the Governors-Elect of all Districts and the International Director at the Spring Director’s Update and/or special meeting prior to the Region 5 meeting and make recommendations to be voted on by all voting delegates at the Region Meeting. The Office of International Director is held by a duly elected active Civitan for a term as prescribed by the International By-Laws.
