Existing Proposals. (2.21) Proposals in favor of a legal framework for sovereign debt workouts advanced by both economists and legal scholars started to emerge in the 1980s.50 Notably, not all proposals focus on inter-creditor issues in sovereign debt workouts. The IMF’s famous SDRM proposal, for instance, identifies the range of claims that could potentially be restructured under the mechanism, but leaves it to the debtor to decide which subset of eligible claims would need to be restructured in a particular case.51 It nevertheless mentions that debt owed to an international organization could not be restructured under the SDRM;52 the claims of official bilateral creditors would be excluded from the stances, apply exactly the same treatment as that applied by Paris Club creditors.
