Failure to Complete Facilities. > In the event that the State fails or is unable to complete construction of any portion or portions of the project transportation facilities necessary to deliver water to the District as provided in this contract, and gives the District written notice thereof, or by reason of such failure or inability construction of said facilities has ceased for a period of two and one-half (2½) years, the District, if it be not then in default and without exclusion of such other rights as it may have under this contract, may exercise the following options:
