Failure to Complete the CP. Except as provided for in paragraph 19, if the CP as described in this Order is determined to be infeasible, or if the Discharger fails to complete the CP by the CP Completion Date, the Regional Water Board shall issue a Notice of Violation (NOV). As a consequence, the Discharger shall be liable to pay the State Water Pollution Cleanup and Abatement Account the Suspended Liability within 30 days of receipt of the NOV.
