Failure to Document Grant Expenditures and Misappropriation. (a) Upon a determination by RUS that the Grantee did not document Grant expenditures for allowable costs, as required in the Accounting Requirements, or that the Grantee did not utilize the Grant in the manner and exclusively for the Project as approved by RUS, RUS may, in its sole discretion:
