Filing date and effectiveness. The affirmative refusal to consent must be filed within 15 days and 2 months after the date on which the successive in- come beneficiary becomes the income beneficiary. The affirmative refusal to consent will be effective as of the date on which the successive income bene- ficiary becomes the current income beneficiary.
