Final Draft Planning Application. ‌ As soon as reasonably practicable after completion of its consultation referred to in Clause 3.1 and in any event before 31 January 2014:- 3.2.1 the Developer in consultation with the Agency will update the Masterplan to reflect progress with designs at that stage; and 3.2.2 the Developer shall subject to the Masterplan having been being approved at that time submit a draft Planning Application (together with all supporting documents) to the Agency for the Agency's approval. The Agency will not unreasonably withhold its approval to the draft Planning Application provided that:- (a) the Developer has undertaken the consultation set out in Clause 3.1; and (b) it complies with the Masterplan.
