Flood hazard reduction. (1) When evaluating alternate flood control measures, the removal or relocation of structures in flood-prone areas should be considered. (2) Where feasible, preference should be given to non-structural flood hazard reduction measures over structural measures. (3) River and stream processes should be returned to a more natural state where feasible and appropriate, including the removal of artificial restrictions to natural channel migration and the restoration of off-channel hydrological connections. (4) Flood hazard protection measures should not result in a net loss of ecological functions and ecosystem-wide processes associated with rivers and streams.
