Foreign Organizations. Membership eligibility for any agency or instrumentality of a foreign government and firms, institutions or business organizations which are owned or substantially controlled by foreign governments, shall be decided on a case-by-case basis at the sole discretion of the Government through the SCEC Agreements Officier (AO).
