If the foreign Transfer of a vessel referred to in paragraph (b) of this section is other than for the pur- pose of scrapping the vessel and other than a Transfer to the government of an acceptable foreign country, and in the absence of unusual circumstances as determined by the Maritime Admin- istrator (for example a Transfer to an entity controlled by the government of an acceptable foreign country), the fol- lowing conditions will be imposed on the transferee:
