FRAMEWORK MANAGEMENT. INTRODUCTION The successful delivery of this Framework Agreement will rely on the ability of the Supplier and the Authority in developing a strategic relationship immediately following award and maintaining this throughout this Framework Agreement. To achieve this strategic relationship, there will be a requirement to adopt proactive framework management activities which will be informed by quality Management Information, and the sharing of information between the Supplier and the Authority. This Schedule 14 outlines the general structures and management activities that the Parties shall follow during the Term of this Framework Agreement.
FRAMEWORK MANAGEMENT. INTRODUCTION The successful delivery of this Framework Agreement will depend on effective Framework management by the Authority as well as Contracting Bodies. This Framework Schedule 11 outlines the means by which the Authority and the Contracting Bodies will discharge their respective functions in this respect during the Term and until expiry or termination of all Call-Off Agreements. These arrangements are separate from, and are without prejudice to, an individual Contracting Body’s monitoring and management of the Service Levels and Management Information which the Supplier is required to deliver under the Call-Off Terms.
FRAMEWORK MANAGEMENT. Scottish Procurement will manage this agreement at a framework level. This will include a number of activities such as management of any supplier performance issues and collating management information for the framework. At a local level, Framework Public Bodies will manage contracts awarded under this framework dealing with day to day Supplier issues, with a view to resolving these locally. Framework Public Bodies can request their own management information and meetings with the Supplier(s). All framework Suppliers are aware of the need to supply management information to Framework Public Bodies as part of the framework terms and conditions. The management roles and responsibilities of the suppliers, framework public bodies and Scottish Procurement can be found in schedule 4 (Management Arrangements) of the entire framework agreement.
FRAMEWORK MANAGEMENT. Framework Management Structure The Service Provider shall provide a suitably qualified nominated contact (the “Framework Manager”) who will take overall responsibility for delivering the Services required within this Framework Agreement, as well as a suitably qualified deputy to act in their absence. The Service Provider shall put in place management a structure to manage the Framework in accordance with Schedule 1 (Services). A full governance structure for the Framework will be agreed between the Parties during the Framework Agreement implementation stage. Framework Review Meetings Regular performance reviews will take place throughout the Framework Agreement (”Framework Review Meetings”). It is anticipated that during the first twelve (12) Months of the Framework Agreement the structure and frequency of the meetings will be as set out in paragraphs 2.2.2 to 2.2.5 below. Flexibility from both Parties will be expected over the frequency, timings and content of these reviews. Strategic Management Reviews: The Service Provider Representative and Authority Representative shall meet every twelve (12) Months. The Authority sees these meetings as a vital element in developing a strategic relationship with the Service Provider and to promote the building of a positive working relationship. The content of these meetings will be agreed between both Parties at least fourteen (14) Working Days before the date of the Strategic Management Review. The Strategic Management Review meeting will consider as a minimum: Overall framework performance including Service Provider’s supply chain performance, including an assessment of SME’s being used to supply and/or deliver services; Efficiency opportunities, e.g. cost drivers (Service Provider and Authority); Benchmarking including progress against Government efficiency targets; Market conditions (UK/Global market share, financials); Policy updates including emerging Government initiatives; Security and Risk management. Management Review Meetings: Management Review Meetings will be held every Month between the Authority and the Service Provider’s Framework Manager(s) and representatives from key Contracting Bodies at the Authority’s premises. The content of the review will be as set out but not limited to the information required in paragraph 2.2.6 but the information reviewed at the meetings will be based on monthly Management Information provided by the Service Provider. Operational Review Meetings:

The Supplier shall put in place a structure to manage the Framework in accordance with Framework Schedule 2 (Services and Key Performance Indicators). A full governance structure for the Framework will be agreed between the Parties during the Framework Agreement implementation stage. Following discussions between the Parties following the Framework Commencement Date, CCS shall produce and issue to the Supplier a draft Supplier Action Plan. The Supplier shall not unreasonably withhold its agreement to the draft Supplier Action Plan. The Supplier Action Plan shall, unless CCS otherwise Approves, be agreed between the Parties and come into effect within two weeks from receipt by the Supplier of the draft Supplier Action Plan. The Supplier Action Plan shall be maintained and updated on an ongoing basis by CCS. Any changes to the Supplier Action Plan shall be notified by CCS to the Supplier. The Supplier shall not unreasonably withhold its agreement to any changes to the Supplier Action Plan. Any such changes shall, unless CCS otherwise Approves, be agreed between the Parties and come into effect within two weeks from receipt by the Supplier of CCS’s notification. Supplier Review Meetings Regular performance review meetings will take place at CCS’s premises throughout the Framework Period and thereafter until the Framework Expiry Date (“Supplier Review Meetings”). The exact timings and frequencies of such Supplier Review Meetings will be determined by CCS following the conclusion of the Framework Agreement. It is anticipated that the frequency of the Supplier Review Meetings will be once every month or less. The Parties shall be flexible about the timings of these meetings. The purpose of the Supplier Review Meetings will be to review the Supplier’s performance under this Framework Agreement and, where applicable, the Supplier’s adherence to the Supplier Action Plan. The agenda for each Supplier Review Meeting shall be set by CCS and communicated to the Supplier in advance of that meeting. The Supplier Review Meetings shall be attended, as a minimum, by CCS Representative(s) and the Supplier Framework Manager.
