General Description of Services. The A-E will be contacted by County Project Manager on an “as-needed” basis as projects arise to provide A-E for professional services. Regulatory Permitting and Restoration Services generally consist of the preparation of environmental permit applications, supporting documentation, and/or follow up submittals. Also needed is biological monitoring support and the development and implementation of habitat creation/restoration/enhancement plans. A detailed description of services needed is provided below in Section V. Project requirements including background, mapping limits, and pertinent project details will be provided, and specific services needed will be discussed by both Parties. A-E shall prepare a written Scope Statement that will include the specific work to be performed, including the costs and time required to complete the project/task, and project deliverables with expected format defined (e.g. GIS/CADD map layers, letter report, email summary, etc.). Project tasks shall include meetings with Project Manager to review the work progress, provide direction, resolve issues and ensure adherence to the work completion schedule. Within five (5) working days of each meeting required by County/District, A-E shall submit a memorandum summarizing the results of the meeting to Project Manager for concurrence and provide a project schedule for completion of the tasks to be performed. County Project Manager will then review the A-E’s Scope Statement, proceed with negotiation of task costs and when satisfied, and issue a Contract Task Order (CTO) against this Contract. The A-E shall restrict themselves to the Scope Statement of the CTO. Any changes in the Scope Statement shall require prior written authorization by County. If site visits are included in the Scope of Work, A-E shall notify the Project Manager of the day(s) and time(s) of the field visit(s) prior to its occurrence so other departments can be notified as necessary, and in the event the Project Manager chooses to have someone present.
