General Duties of Covered California. Covered California is approved by the United States Department of Health and Human Services (“DHHS”) pursuant to 45 C.F.R. § 155.105 and performs its duties in accordance with State and Federal laws and this Agreement. The duties of Covered California include: a) Certification of QHP Issuers (45 C.F.R. Part 155, Subpart K); b) Consultation with stakeholders (45 C.F.R. § 155.130);
