Goods, Works and Services (other than Consultants’ Services. The prior review procedures set forth in paragraphs 2, 3 and 5 of Appendix 1 to the Procurement Guidelines shall apply to each contract for goods, works and services (other than consultants’ services) estimated to cost the equivalent of $500,000 or more.
