Hearing Record, Burden of Proof, Right to Present Witnesses. A verbatim record of the hearing shall be taken and a written copy shall be provided to the Employee. The burden of proof that Adequate Cause exists rests with the University and shall be satisfied only by clear and convincing evidence in the record considered as a whole. The Employee shall be afforded the opportunity to present witnesses and to confront and cross-examine all witnesses.
