Historic Preservation Commission Failure to Act. In the event the Historic Preservation Commission fails to submit its recommendation to the City as provided for in subparagraph C above within forty-five (45) days after receipt of the submittal, then Redeveloper may submit such documents directly to the City for its review and approval.
