Impact of the ICAA on other articulation agreements. The ICAA takes precedence over bilateral articulation agreements; however, bi-lateral agreements between Signatory Institutions and community colleges which enhance the transferability of students from community colleges to senior institutions are encouraged. Institutional articulation agreements conflicting with the ICAA are not permitted.
