Implementation of Annual Plan. (a) Manager shall implement the Annual Plan and shall be authorized, without the need of further approval by COPR, to make the expenditures and incur the obligations provided for in the Budget. Manager's obligation to implement the Annual Plan and provide the Management Services shall be limited to the extent that sufficient funds are realized from the operation of the Enterprise in the applicable Budget to enable Manager to perform the Management Services in the manner required in this Agreement.
