Implementation Plan for Compliance with Section 3 Requirements. 12.8.1 Contractors shall demonstrate compliance with the ‘‘greatest extent feasible’’ requirement of Section 3 by implementing one of the following: PHAs will be considered to have complied with Section 3, absent any contrary evidence, if they: 1.
