Implementing Goals and Design Guidelines. Taking action and providing guidance to Parcel Builders that is consistent with and that implements the spirit of Appendix A (Planning Goals) and Appendix B (Urban Village Design Guidelines); provided, however, that the duties and obligations of the Parcel Builders established in this Agreement shall not be deemed assumed by or delegated to the Master Developer by the foregoing provision.
