Independent Utility. a. Additional travel lanes should be a reasonable expenditure and should “stand alone,” not requiring additional transportation improvements to complete. b. The project must be able to function on its own without further construction of an adjoining segment. Example: SH 6 is planned to expand from four 12-foot lanes to six 12-foot lanes between SH 288 and IH 45. This typical section will match the six- lane section of SH 6 at IH 45.
