Initiation of Project. As to any watershed project, the SCS receives an application for assistance from the project sponsors and after due authorization for planning proceeds with helping the sponsors develop a plan. The DRBC will be consulted by the SCS during the preliminary investigation of the planning stage to determine any features of the project in which the DRBC may have an interest.
