Interpretation and Applicable Law. The provisions of this agreement shall take precedence over its Appendices. Nothing in the Agreement may be interpreted as a waiver of any privileges or immunities accorded to the Council of Europe by its statutory documents or by international law. The Agreement is governed by the applicable Rules and Regulations of the Council of Europe.
