Labor Relations Plan. The Offeror’s proposed approach will be evaluated for effective and efficient near and long-term strategies for amicable relations, in accordance with prudent business practices, with the union(s) involved with the functions on this contract. The Offeror’s plan for recognizing existing labor associations will be assessed. The Offeror’s understanding of economic terms of the existing CBAs and compliance requirements will be evaluated. The Offeror’s approach to interfacing with the union and employee access to human resource personnel for conflict resolution will be assessed. The Offeror’s approach to collective bargaining negotiations will be evaluated. The required level of experience of the labor relations position(s), level of autonomy to resolve day-to-day issues, and the placement of the position(s) within the organization structure will be evaluated. The Offeror’s approach to continued operation in the event of a strike will be assessed.
Labor Relations Plan. A labor relations plan with procedures that assure, to the fullest extent possible, the uninterrupted progression and completion of the Work.
Labor Relations Plan. Provide a Labor Relations Plan covering the Offeror and major subcontractor(s). This Plan shall be submitted in Volume VI, Plans and Other Data, Item (b), and will contribute to the scoring of the Management sub-factor. The success of this Plan has near-term ramifications to Contract Transition and long-term cost and operational implications; therefore, the Offeror must clearly explain the proposed plan of action and discuss the following aspects: (1) Describe the Offeror’s plan for recognizing existing organized labor associations. (2) Describe how the Offeror will comply with the economic terms of the existing collective bargaining agreements that are referenced in the wage determinations, Attachments J-9 and J-10. Provide detailed discussion on Offeror’s approach to negotiating CBAs and how such approach minimizes cost to the Government while maintaining reasonable terms and conditions for the workforce. (3) Describe how the Offeror plans to interface with unions on a day-to-day basis. Describe the required experience of the position(s) responsible for working labor relations issues within the company. Identify where that position will be located and the level of autonomy. Identify the approach to employee accessibility to human resource personnel to resolve day-to-day issues. (4) Describe the proposed methods to promote and maintain amicable labor relations in accordance with prudent business practices during the transition phase and during contract performance. (5) Describe the Offeror’s general approach for continued operations in the event of a strike.
Labor Relations Plan. The Construction Manager shall develop, in consultation with the Project Team, an approach to labor relations for the Project that assures, to the fullest extent possible, the uninterrupted completion of the Project in accordance with the schedule and budget.
