Land tenures. On application made by the Partnership, not later than 3 months after all its proposals submitted pursuant to subclause (1) of Clause 7 have been approved or deemed to have been approved and the Partnership has complied with the provisions of subclause (4) of Clause 7, the State shall in accordance with the approved proposals grant to the Partnership, or arrange to have the appropriate authority or other interested instrumentality of the State grant, at reasonable rentals or fees or for other reasonable consideration and for such periods (not exceeding 27 years with one automatic extension for a period of 15 years at the option of the Partnership) and on such terms and conditions as shall be reasonable having regard to the requirements of the Partnership —
