LEAD AGENCY’S Responsibilities a. Abide by all State and Federal guidelines, specifically those statutes governing execution of the program/project and the use of CDBG-DR funds.
b. Conduct all environmental studies in accordance with all applicable rules and regulations of SRGA and HUD.
c. Ensure compliance with all applicable rules and regulations of HUD, including those specifically found at 2 CFR Part 200, 24 CFR 570, and Federal Register 88 FR 32046.
d. Provide technical assistance to the DEPARTMENT as needed.
e. Provide operational and financial oversight including receiving regular reports from the
f. Conduct risk-based monitoring (in person or by desk audit) of programmatic and financial operations and information for compliance as it pertains to the DEPARTMENT’S project/program.
g. Provide the required infrastructure and access for project documentation and record management.
h. Provide the DEPARTMENT detail reporting requirements including method and frequency. The DEPARTMENT will be responsible for project related reporting to the LEAD AGENCY.
LEAD AGENCY’S Responsibilities. The lead agency shall be responsible for carrying out various administrative tasks, including but not limited to the following:
1. Establishment of a system for draws from and payments of any grant funds;
2. Management of financial and other records that must be maintained pursuant to the requirements set forth in any grant awarded pursuant to this agreement,
3. Preparation and submittal of annual progress and quarterly financial reports, and any reports or documents as required by any grant awarded pursuant to this agreement, including, where applicable, assembly and submittal of reports or other documents prepared by each of the Parties.
4. Representation of the Consortium during the course of any audits of the Grant; and
5. Execution of any contracts, checks or other documents required for the acquisition of Grant funds or purchase of equipment, or for compliance with the monitoring and reporting conditions of any grant awarded pursuant to this agreement, unless said documents need to be executed by individual members of the Consortium pursuant to the provisions of the grant.
LEAD AGENCY’S Responsibilities. The Lead Agency shall be responsible for providing the following services at the Development (collectively, the “Services”): Develop and maintain a list of eligible Youth Aging Out of ▇▇▇▇▇▇ Care households interested in applying for reserved units as they become available; Be knowledgeable and informed about the specific property’s rents and related costs, household income limits or restrictions, resident rights and responsibilities, the resident application process, as well as the information and documents the household will need when applying for the reserved unit. The Lead Agency will pre-screen households that are suitable for tenancy based on this information; Designate a point of contact to receive notices from the Owner/Management when there is a reserved unit available; Work with the Development during the leasing and occupancy period to refer Youth Aging Out of ▇▇▇▇▇▇ Care; Upon notification that a reserved unit is available, select the Youth Aging Out of ▇▇▇▇▇▇ Care household at the top of the list waiting for that unit type; Coordinate the first contact between the selected household and the Development within a timely manner; Assist in addressing appropriate application or tenancy issues or concerns by the Owner and/or household if the concerns or issues are not able to be adequately resolved or handled by the primary parties; Provide or ensure that the Owner/Management receives the required documentation of the Youth Aging Out of ▇▇▇▇▇▇ Care pursuant to applicable compliance requirements established by the Corporation; Become knowledgeable about the specific property’s process for Reasonable Accommodation under the federal Fair Housing Act and assist referred the household with requesting a Reasonable Accommodation if applicable.
