LOANS AND DEBTS. The Association shall not assume any loans or incur any debt related to real property, buildings or appurtenances related thereto, which is, or may become, property of the Department pursuant to this Agreement or any personal property which is, or may become, the property of the Department pursuant to this Agreement without first having obtained approval of the Department.
