Margin of Preference and Reservations. 35.1 A margin of preference on local contractors may be allowed only when the contract is open to international competitive tendering where foreign contractors are expected to participate in the tendering process and where the contract exceeds the value/ threshold specified in the Regulations. 35.2 A margin of preference shall not be allowed unless it is specified so in the TDS.
