Measure A Funding. All Measure A funding shall be considered the last payer source within each program in cost settlement, excluding unearned Federal Financial Participation (FFP). Should Contractor’s total net reimbursement be less than the Contract Maximum, Measure A funding shall be designated as the savings, which Contractor may not retain.
1. Measure A funding shall not be used in programs that are funded entirely by the following:
i. Early Periodic Screening Diagnosis and Treatment (EPSDT);
ii. California Work Opportunity and Responsibility for Kids (CalWORKs);
iii. State or Federal grants; or
