Members of the Foundation. 1. The Latin American and Caribbean States, the EU Member States and the EU, having expressed their consent to be bound by this Agreement, following their internal legal procedures, shall become the only Members of the EU-LAC Foundation. 2. The EU-LAC Foundation shall also be open to the participation of the Community of Latin American and Caribbean States (CELAC).
