The City agrees to allow the Owner and/or any Secondary Developer the ability to permit and construct model homes without utilities (i.e., dry models) and to relocate the models as necessary within each subdivision; and the ability to permit and construct temporary sales and construction offices with temporary utilities, in accordance with applicable Zoning Regulations.
