Monitoring, Evaluation and Learning Plan Clause Samples

The Monitoring, Evaluation and Learning Plan clause outlines the requirements for systematically tracking and assessing the progress and outcomes of a project or program. Monitoring, Evaluation and Learning Plan. The Contractor must provide USAID a Monitoring, Evaluation & Learning (▇▇▇) Plan within 15 days after submitting the Year One Annual Workplan. The ▇▇▇ plan will identify the indicators that the contractor must report to USAID to track progress, describe how the contractor will evaluate the performance of the project, and the ways in which the contractor will incorporate learning from the project into implementation.
Monitoring, Evaluation and Learning Plan. Forest Trends submitted an update of the NIWS Monitoring, Evaluation and Learning Plan in FY2019, which was further reviewed with USAID in the first and second quarter of this year. In February, the final version was approved by USAID. This quarter, NIWS designed and implemented new functionalities of the Project Information System. The system collects and systematizes the technical administrative information of the Project so that it is available in a timely manner and in one place. One of these new features is the monitoring of investment projects, which is based on a web-based database updated by each person in charge of the project, a dashboard that graphics the progress, and a repository to save the documents that support the progress. This improves the monitoring and reporting of investment amount indicators and number of hectares, recording and ordering central data such as geolocation, evolution of amounts over time, access to documents of each investment. Next quarter it will go into full operation.
Monitoring, Evaluation and Learning Plan. As mentioned in the previous report, an update of the Monitoring, Evaluation and Learning Plan was completed at the end of the last fiscal year. In this quarter, coordination with USAID has been held so that this Project document includes all points of interest and can function as a management tool. Currently, the final version is under review by USAID. On October 21, 2019, NIWS coordinated a site visit with USAID Mission Director ▇▇▇▇ ▇▇▇▇▇▇ and Canadian Director of Development for Peru and Bolivia ▇▇▇▇▇▇▇ ▇▇▇▇▇▇▇, to the Carampoma wetlands and community in the upper Rimac watershed. Participants from the American and Canadian embassies also included ▇▇▇▇▇▇▇▇ ▇▇▇▇▇▇▇▇, Director of USAID Peru’s Office of Environment and Sustainable Growth; Dirk ten Brink, Climate Adaptation and Water Resources Team Lead; Amelie ▇▇▇▇▇▇▇▇, First Secretary, Candian Embassy; and ▇▇▇▇▇▇ ▇▇▇▇▇▇, advisor to the Canadian Embassy. During the site visit, NIWS staff and local community members shared information on the public investment project under development which would invest USD $907,910 in the protection and restoration of wetlands in the Carampoma territory. Perhaps even more importantly, this project would be the first of SEDAPAL’s MERESE portfolio to be fully approved and mobilized to implementation. This quarter, emphasis has been placed on the management of the technical information that the Project produces through the different activities and the administrative information required for its operation. To this end, the Project Information System has been designed and implemented, which collects, systematizes and makes available in a timely manner and in a single place the technical administrative information of the Project. In this way, the annual work plan is related to the ToR of the activities to be implemented, the products of each consultancy and their final results, the planned and executed costs, the contribution to the goals, the assignment of tasks to the professionals, which allows to have a better reading of the execution to make a better management of the Project. The operation of this system is based on various processes and procedures to acquire the necessary information and keep it updated, so flows and formats have been designed and training has been carried out for all Project personnel.
