National Development Plan. The Government’s National Priorities and Action Agenda (“PAA”) serves as the country’s national development strategy and integrates and prioritizes the action plans for economic development. The PAA is intended to more effectively link these plans with the Government’s medium-term investment program and annual budget. Moreover, the PAA has been subject to broad stakeholder consultation through public consultative workshops with the provincial governments, non-governmental organizations (“NGOs”), private sector, and civil society.
