NEPA Approval Authority. a. Generally, CDOT’s approvals may only be made by Regional Planning and Environmental Managers or their designees, who must be environmental managers or equivalent. On occasion, Environmental Programs Branch (EPB) Branch or Environmental Section Managers or others may approve a CatEx (usually for situations like emergency response, CDOT Property Management actions, etc).
