NEPOOL Objectives. The objectives of NEPOOL are, through joint ------------------ planning, central dispatching, cooperation in environmental matters and coordinated construction, central dispatch by the System Operator of the operation and coordinated maintenance of electric supply and demand-side resources and transmission facilities, the provision of an open access regional transmission tariff and the provision of a means for effective coordination with other power pools and utilities situated in the United States and Canada,
(a) to assure that the bulk power supply of the NEPOOL Control Area conforms to proper standards of reliability;
(b) to create and maintain open, non-discriminatory, competitive, unbundled markets for Energy, capacity, and ancillary services that function efficiently in a changing electric power industry and have access to regional transmission at rates that do not vary with distance;
(c) to attain maximum practicable economy, consistent with proper standards of reliability and the maintenance of competitive markets, in such bulk power supply; and
(d) to provide access to competitive markets within the NEPOOL Control Area and to neighboring regions; and to provide for equitable sharing of the resulting responsibilities, benefits and costs.
