Stakeholder input will be taken into consideration by the JPC in arriving at a consensus allocation of costs. Upgrade proposals and cost allocations are subject to the approval process of both Parties for transmission upgrades. Each Party’s allocation and the recovery of the costs of such Network Upgrades shall be consistent with the terms and conditions of its own OATT, as it may be modified from time to time pursuant to the rights of various parties under the Federal Power Act.
