No Adjusted Amount. notice to the Office of Rail and Road (a) stating the reasons why no Adjustment is required; (b) stating the extent to which and ways in which the Criteria have been applied in determining that no Adjustment is required and, in any case where they have not been applied, the reasons; and (c) giving such other information as the Office of Rail and Road may have requested.
