No Duty of City; Hold Harmless. It is specifically understood and agreed by the Parties that the Project contemplated by this Agreement is a private development, that City has no interest in or responsibility for or duty to third persons concerning any of said improvements, and that Land Owner shall have full power over and exclusive control of the Property subject only to the limitations and obligations of Land Owner under this Agreement.
