NO LIMITATION ON ACQUISITIONS. Nothing herein shall be construed as limiting the Pueblo’s ability to acquire and retire non-Indian surface water rights in an amount sufficient to allow the full exercise of the Pueblo’s HIA Right, as that right is defined in Article 5.1.1.
