Non-Hiring of Officials and Employees. The Consultant shall not engage, on a full or part-time basis, during the period of the Agreement, any professional or technical personnel who are or who have been at any time during the period of the Agreement in the employ of the City, except regularly retired employees, without consent of the head of the City agency or his/her designee.
