Notification/Exceptions. The proper completion and submission to the Government of the above items will constitute an offer. Unless this solicitation expressly authorizes alternate offers with respect to specific terms and conditions of this solicitation, any exception to any of the terms and conditions shall constitute a deficiency which may make the offer unacceptable.
