OASIS+ CONTRACT ACCESS FEE. GSA’s operating costs are reimbursed through a Contract Access Fee (CAF) charged on all orders placed against the Master Contract. The CAF is paid by the ordering agency but remitted to GSA by the Contractor. GSA maintains the unilateral right to establish and change the CAF rate. GSA will provide at least a 60-day notice prior to the effective date of any change to the CAF rate or payment process. The CAF rate, which is currently 0.15%, is applied to the total amount billed on each invoice (including ancillary support, travel, and profit). Using the established CAF rate, the Contractor must include the estimated CAF in each task order proposal based on the total estimated order value. The Contractor must include the CAF as a separate line item on all proposals and invoices to the Government, regardless of contract type. The CAF is established by GSA, and must never be treated as a negotiable element between the Contractor and the ordering agency. If the Contractor does not ensure a separate CAF CLIN is included in its task order proposal and resulting task order award, the Contractor shall still be liable to pay the owed CAF to the Government.
