OFF RAMP CONDITIONS. (a) The Government reserves the right to off ramp a contractor from the SCS contract at any time if one of the following occurs: (1) If a prime contractor does not maintain an active Top Secret Facility Clearance (2) If a prime contractor goes “dormant”. Dormant is defined as when an awardee fails to submit a minimum of one acceptable offer per five consecutive Requests for Proposals (RFP) and/or on at least one per twelve-month period. (3) If a prime contractor does not accept an urgent and compelling (U&C) task order as defined at FAR 16.505(b)(2)(i)(a) and as outlined in Section H.2(c)(8) (4) If a prime contractor does not meet the requirements of FAR 52.219-14 (Dev 2019-O0003) Limitations on Subcontracting at the end of the 5-year base ordering period (5) If a prime contractor is no longer considered a small business after recertification at the end of the 5-year base ordering period (i) In this event, the prime contractor will continue to provide support on those task orders which have already been awarded, but will not be authorized to compete for any future requirements (ii) At the conclusion of the period of performance for all awarded task orders, the prime contractor will be off ramped from SCS. (b) In the event that a prime contractor is off ramped at any time, they will not be considered for on ramping.
