Except in the event of a specific threat or emergency situa- tion, if the Employer determines that it intends to assign any unit member to provide personal security services to any elected or appointed official, the Employer shall give notice to the union and agrees to bargain the negotiable matters of such assignment. Impasse procedures (excluding dates) shall apply.
